Satyagraha

Dear friends,
namaste.
1. It has been decided by AEC in the meeting of 04.02.17 to observe lunch hour demonstration on 10.02.17, mass casual leave on 17.02.17 and boycott of Central Excise Day celebration demanding immediate DPC for the post of AC, better career prospects and better pay matters. All are requested to be well prepared for the programmes in all united manner. 
2. A meeting was also held with our Inspectors Association on 03.02.17 at 10.30 a.m. in Delhi and it was unanimously decided that both Associations will fight together on the points of common interest.  
3. JAC representing service associations under CBEC has also taken decision in the meeting of 03.02.17 held at Delhi at 12 noon to observe lunch hour demonstration on 10.02.17 and mass casual leave on 17.02.17 demanding immediate DPC against all vacant posts, better career prospects and better pay matters. Minutes of the meeting are attached herewith, which are self explanatory.

MINUTES OF THE MEETING OF JAC COMPRISING SERVICE ASSOCIATIONS UNDER CBEC

                A joint meeting of Office Bearers of the service Associations under CBEC comprising of Group A, B, C & Ministerial officials was held on 03.02.2017 at 12:00 noon at C.R. Building, New Delhi. During the meeting, all the Associations initially decided to build a cordial atmosphere based on the mutual trusts so that all the associations will go ahead and protect for the legitimate rights of all the cadres in ensuing GST regime and thereafter.  For this, the following decisions were unanimously taken during the meeting:-

Ø  Two representatives from each Association will participate in all the meetings with the administration including Finance Minister and others;
Ø  All Associations will support the cause of each Association without any deviation for furtherance of feeling of trust, all decisions have to be taken unanimously by all the constituents, any decision of calling back must be a collective decision and all the constituents will have to honour it;
Ø  If even a single officer is victimized belonging to any cadre, all Associations/Cadres will fight for him/her even legally, if required;
Ø  IRS Association will write to all CCAs to hold JAC (comprising of all cadres) as well as employee grievances redressal mechanism meetings in a time frame manner;
Ø  For attaining permanent organizational relation, the IRS (C&CE) Association proposed for the regular meetings of the regional chapters of all the constituent Associations at grass root level. As a sign of mutual co-operation, they offered to take up the issues of fraternity through their members at CCAs as well as Board level immediately.

The following charter of demands was finalized in the common interest of all-

A. Parity with counterparts ensuring at least 5 functional promotions and immediate DPC for all vacant posts in all cadres.
B. Parity in pay matters with counterparts. 
C. NFU at par with counterparts.
D. The officers selected through SSC should suitably be placed at par with the selectees of State PCS.
E. Immediate finalisation of seniority list and amendment/modification of RRs (including already once issued) of all the Cadres under consultation with the concerned Association;

Further, the following resolutions were also passed-
1. We unanimously resolve and reiterate our commitment for successful roll out of Goods & Services Tax (GST) in the country and for achieving the objective of ‘One Nation, One Tax & One Market’. Officers of our service comprising of Group A, B, C & Ministerial officials have made significant contribution to the GST process and continue to do the same. However, the decisions dt. 16-01-2017 taken by GST Council has caused widespread anguish and discontent in whole of central indirect tax administration consisting of all cadres of Group A, B, C & Ministerial officials.

2. We welcome GST WHOLE HEARTEDLY ON WHICH WE ARE WORKING FOR LAST 10 YEARS. THE ENACTMENT OF LAW, LAYING DOWN OF PROCEDURES AS WELL AS IMPARTING TRAINING TO STATE OFFICERS- ALL IS BEING DONE BY US.

3. The GST Council meeting on 16 January 2017 has taken a decision of division of assesses on 50/50 and 10/90 basis. A decision has also been taken for cross empowerment in IGST. All officials of department are highly disappointed and feeling cheated over the decision apparently taken under the pressure of state officers associations to make a less powerful Central Govt.

4. We feel that the biggest tax reform of the century should have been in conformity with the principles of responsibility and authority going together and also in conformity with the constitutional design. The decision shall also weaken the ability of centre to ensure its revenues. The decision will not only adversely affect the career of revenue officers but it is also not in National interest.

5. We unanimously demand that the decisions taken by GST Council may be REVISITED considering the above facts.

6. Unfortunately some vested interests are deliberately trying to create an impression that we oppose GST. We strongly condemn such forces as GST is the baby of Centre for which we all have worked very hard for years.

7. However, our concern is that it should not adversely affect our career prospects as the present model is heavily tilted against us and towards States under their pressures.  Rather our career prospects should improve on the implementation of GST. 

8. We also feel that the present dispensation will weaken the Centre and also give rise to futile litigations involving various States. We want to remove the glitches in smooth roll out of GST. 

9. We feel that if the above genuine demands in National & Revenue interest are not considered, this disciplined service comprising of Group A, B, C & Ministerial officials under CBEC will be forced to initiate the following movement:-

(1) Peaceful lunch hour demonstration on 10.2.2017 &
(2) Mass Casual Leave on 17.02.2017.
