Appeal to the petitioners of Chennai/Coimbatore Zone regarding DPC

namaste.
          I am regularly getting queries regarding convening of DPC for the post of Asstt. Commissioner. No doubt that it would have happened many months ago, if our colleagues were not in the court. We all know that some of our officers from Chennai/Coimbatore zone filed petition in the Chennai/Madras CAT/High Court to implement the Parmar verdict given by the Supreme Court. No need to say that the CBEC is already under the process of implementing the same. But it is also true that it would take time on account of at least following three steps to be taken-
     (i) Review of seniority list of Inspectors by all local Cadre Control Authorities throughout the country.
     (ii)  Convening of review DPC for promotion to the post of Superintendent based upon the revised seniority list of Inspectors by all local Cadre Control Authorities throughout the country.
     (iii) Review of all India seniority list of Superintendents based upon review DPC to be conducted for the post of Superintendent by all local Cadre Control Authorities throughout the country.
          As we all know that the temporary posts of Asstt. Commissioner were created only for 5 years and will lapse in the year 2018 (Every effort, however, is being made to get these continued). Our officers are regularly retiring under the hope of promotion before retirement.
          The Madras High Court has directed to implement the Parmar verdict since 1959. The petitioners from Chennai/Coimbatore zone have already served contempt notice upon the authorities. No need to say that no DPC can be expected in the near future, if the issue is not resolved and thus, all temporary posts of Asstt. Commissioner will lapse without giving benefit to anybody. If these posts are lapsed, neither the petitioners will get benefit nor others will be promoted including the officers of Chennai/Coimbatore zone.
          The only way to resolve the issue seems that let the DPC happen and also the work of the implementation of Parmar verdict let be continued side by side. For this purpose, the petitioners will have to withdraw the contempt petition to allow the process of DPC be started.
          Accordingly, it is very humble appeal to the petitioners to kindly withdraw the contempt notice allowing the initiation of DPC work to enable the retiring officers get at least IInd promotion of their career before retirement including the officers belonging to the Chennai/Coimbatore zone. All associations of Chennai/Coimbatore zone are also requested to pursue the matter with the petitioners, otherwise no one will get benefit on the lapse of the said posts in the year 2018.
